I propose that an asha'man stands on a block of Air somewhere out in
the middle of the ocean and opens a Gateway just below the surface,
leading somewhere pre-arranged (also on the ocean, or fuck it, in a
desert somewhere). The destination-area has a drag net around it so
all the water just flows through it, fish and all.
